Iran Rejects European Powers’ Authority on Snapback Sanctions Ahead of Nuclear Talks

Iran’s Foreign Minister Abbas Araghchi has firmly rejected the authority of France, Germany, and the United Kingdom—the three European signatories of the 2015 nuclear accord—to trigger the so-called snapback mechanism under UN Security Council Resolution 2231, which would reinstate international sanctions on Iran.

Iran (IMNA) - In a statement posted on his X account Sunday, Araghchi announced that, in a letter addressed to United Nations Secretary-General Antonio Guterres, the President of the Security Council, EU High Representative Kaja Kallas, and all Security Council members, he explained why the European trio—referred to as the E3—“lacks any legal, political, and moral standing to invoke the mechanisms of the JCPOA and UN Resolution 2231 (2015).”

Araghchi argued that:

  • The E3’s political and material support for recent military actions by Israel and the United States,
  • Their failure to uphold commitments under the Joint Comprehensive Plan of Action (JCPOA),
  • And their rejection of key pillars of the deal,

constitute grounds for having “relinquished their role as ‘Participants’ in the JCPOA, making any attempt to reinstate terminated UNSC Resolutions null and void,” according to the Iranian diplomat.

He further stated that after the United States withdrew from the JCPOA, Iran initially pursued all mechanisms for dispute resolution before taking remedial steps as specified under Paragraph 36 of the deal. “The E3 have reneged on their commitments and actively contributed to the U.S. ‘maximum pressure’ policy, and recently, to military aggression against our people too. Actors with such a record ought to be the last to claim ‘good faith,’” Araghchi remarked.

Araghchi called on the E3 not to “undermine the credibility of the UN Security Council by abusing a Resolution to which they themselves have not been committed.” He urged the European parties to heed their own 2020 advice to Washington: to “refrain from any action that would only deepen divisions in the Security Council or that would have serious adverse consequences on its work.”

He concluded, “Iran has shown that it is capable of defeating any delusional ‘dirty work’ but has always been prepared to reciprocate meaningful diplomacy in good faith.”

The 2015 UN Security Council Resolution 2231 formally endorsed the Iran nuclear agreement between Tehran and the world’s major powers, creating a framework for lifting sanctions in exchange for curbs on Iran’s nuclear activities.

New Round of Nuclear Talks Expected

The statements came as a source told Iranian media that Tehran and the three European states have agreed to hold fresh negotiations focused on the nuclear issue. Reports indicate that deputy foreign ministers from the UK, Germany, and France are set to meet with their Iranian counterpart in Istanbul later this week for renewed discussions on the region’s nuclear diplomacy.
