Iran (IMNA) - In identical letters addressed to UN Secretary-General Antonio Guterres and the president of the Security Council, Ambassador Amir Saeid Iravani said U.S. forces launched multiple missiles at approximately 3:39 a.m. local time on Sunday, targeting the Karun (Darkhovin) nuclear power plant under construction in Iran's Khuzestan province.
According to Iravani, the facility is fully covered by International Atomic Energy Agency (IAEA) safeguards under Iran's comprehensive safeguards agreement, and all activities at the site are "exclusively peaceful, fully transparent and in complete conformity" with the country's obligations under the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).
The ambassador said the strike marked the 18th wave of attacks on Iran's peaceful nuclear sites and IAEA-safeguarded facilities since what he described as the start of joint U.S.-Israeli aggression in June 2025. He argued that the attacks had continued because of what he called the Security Council's inaction and double standards.
Iravani said the deliberate targeting of a peaceful nuclear facility under IAEA safeguards, following what he described as a series of U.S. attacks on Iranian civilian infrastructure without military justification, constituted a flagrant violation of international law, the UN Charter, relevant Security Council resolutions, the IAEA Statute, and resolutions adopted by the IAEA General Conference.
He added that the international community has consistently maintained that armed attacks or threats against peaceful nuclear facilities are unacceptable under any circumstances. Iravani also noted that the head of the Atomic Energy Organisation of Iran had written to IAEA Director General Rafael Grossi on July 19, requesting effective measures in response to the attack.
Iran called on the Security Council to reaffirm that any attack on peaceful nuclear facilities violates international law, demand that the United States immediately halt all attacks and threats against Iran, including those targeting its peaceful nuclear installations, and hold Washington fully accountable under international law for what Tehran described as its unlawful actions and all resulting consequences.
