Return of UN Sanctions Will Suspend Iran-IAEA Cairo Agreement

Deputy Foreign Minister Kazem Gharibabadi stated that if the snapback mechanism is activated next week, Iran’s recent agreement with the International Atomic Energy Agency (IAEA) signed in Cairo will be suspended.

Iran (IMNA) - Gharibabadi, Iran’s Deputy Minister for Legal and International Affairs, referred to the recent UN Security Council vote, which took place under Resolution 2231 and the JCPOA framework but lacked the required consensus, as four countries supported, two abstained, and nine opposed it.

He emphasized that the three European countries and the European Union never honored their JCPOA obligations and have failed to fulfill any commitments since the U.S. withdrew in 2018. These countries now accuse Iran of non-compliance, using that claim to trigger the allegedly unlawful snapback mechanism.

Highlighting Iran’s diplomatic initiatives, Gharibabadi said Tehran has consistently pursued rational and responsible diplomacy with dignity and authority. He mentioned the recent understanding reached between Iran and the IAEA in Cairo and pointed to a reasonable proposal by Iran’s foreign minister to the three European states, which even the French president acknowledged as reasonable. However, the Europeans rejected it on baseless grounds.

Gharibabadi rejected claims questioning the foreign minister’s authority, affirming that he acts with the full support of Iran’s Establishment. He condemned Europe’s actions as weakening diplomacy and aligning with America’s unilateral policies, urging the international community to reject and delegitimize the snapback move.

Regarding UN sanctions, Gharibabadi explained that unless a diplomatic breakthrough occurs within six to seven days, the suspended sanctions will be reinstated within a week. Though significant, these UN sanctions are less impactful than the harsh unilateral sanctions Iran has faced for years. He warned against the psychological effects of Western and U.S. tactics and encouraged economic experts to provide clear analyses to mitigate public concern.

Gharibabadi cautioned that if the UN Security Council reimposes sanctions by September 27, 2025, the Iran-IAEA Cairo agreement will be fully suspended. He stressed there is still a window to prevent sanction reinstatement, but without diplomatic efforts, halting the agreement will be inevitable. Following the agreement, Iran’s foreign minister clearly stated that any hostile acts, including snapback activation or sanction return, would justify ending the accord.

Concluding, Gharibabadi said Iran’s senior policymakers are studying responses and that decisions will be announced when appropriate. Iran will remain vigilant and adopt proportionate measures against hostile actions.

This statement comes as the UN Security Council prepares to vote on reimposing sanctions lifted under the 2015 nuclear deal (JCPOA). Britain, France, and Germany have advocated activating the snapback mechanism, alleging Iran’s non-compliance. Iran contends Europeans cannot invoke snapback as they violated the deal first by failing to offset the U.S. withdrawal, and Iran only reduced its commitments accordingly.
