Iran Warns UN of US, Israeli Threats to Attack Energy Infrastructure

Iran’s ambassador and chargé d’affaires to the United Nations, Gholamhossein Darzi, has warned the UN secretary-general and the Security Council about threats by US President Donald Trump and the Israeli regime, including the possible use of a massive conventional bomb and attacks on all of Iran’s

Iran (IMNA) – In a letter addressed to UN Secretary-General Antonio Guterres and the president of the Security Council, Darzi described the threats as part of what he called US and Israeli wars of aggression against Iran, which began on June 13, 2025, and February 28, 2026. He said the aggression, alongside deliberate attacks on civilians and critical infrastructure, risked further serious violations of international law, with catastrophic humanitarian consequences and threats to regional and international peace and security.

Darzi stressed that the United States, the Israeli regime and any party directly or indirectly supporting their aggression and what he described as state terrorism would bear responsibility for the consequences.

The letter cited US media reports published on October 15, 2026, stating that the White House and the Pentagon had prepared military options that included the possible use of the GBU-43/B Massive Ordnance Air Blast (MOAB), commonly known as the “mother of all bombs,” against Iran. According to the letter, Trump discussed the weapon in a television interview on the same day and threatened further attacks against Iran.

It also referred to remarks by Israeli War Minister Yisrael Katz on October 18, 2026, in which he said Israel was prepared to attack Iran and that, in the event of renewed aggression, “all energy facilities” would be targeted, with the stated aim of returning Iran to the “Stone Age.” Katz also claimed that the United States and Israel had dropped a combined 35,000 bombs on Iran and said their military campaign was not over.

The letter further stated that the Israeli prime minister, whom it described as a war criminal facing international prosecution, had again openly expressed an intention to launch another war of aggression against Iran preemptively. It argued that the silence and explicit support of some Security Council members had emboldened him to pursue what the letter characterized as genocidal policies.

Darzi said the threats constituted grave violations of international law, particularly the threat to use the MOAB against civilian infrastructure and to target all of Iran’s energy facilities. He warned that attempts to instill fear among the Iranian population and threats to deliberately destroy essential civilian infrastructure represented further serious violations of international humanitarian law, with potentially severe and long-lasting humanitarian and environmental consequences.

The letter added that such threats increased the responsibility of the United States and the Israeli regime, which it accused of repeatedly demonstrating disregard for international legal obligations, including those established under the four Geneva Conventions of 1949 and customary international humanitarian law.

Iran called on the UN secretary-general and the Security Council to demand that the United States and the Israeli regime immediately cease their unlawful threats and fully comply with their obligations under the UN Charter and the peremptory norms of international law. It also urged them to explicitly and unequivocally condemn threats to attack Iran, particularly its critical civilian infrastructure, as a means of coercion and intimidation.

The letter called on the Security Council to take urgent action within its mandate, including convening an emergency meeting to address threats to regional and international peace and security and ensure accountability for the United States and the Israeli regime.

It also urged the Council to guarantee accountability and full compensation for damage resulting from internationally wrongful acts that, according to the letter, the two sides continue to commit against Iran.

Darzi warned that the Security Council could not remain silent in the face of explicit threats of further aggression and the destruction of critical civilian infrastructure. He said failure to act would further undermine the UN Charter and the international legal order underpinning the United Nations system.

Reaffirming Iran’s inherent right to self-defense under Article 51 of the UN Charter, the letter said Tehran remained determined to take all necessary measures against any source of threat to its population, sovereignty, territorial integrity and vital national interests.

It added that, should the Security Council fail to fulfill its responsibilities, Iran would exercise its right to self-defense and deliver a decisive response in accordance with international law to protect its supreme national interests.

The letter emphasized that the United States and the Israeli regime would bear full responsibility for the consequences of any further aggression, including the risk of unpredictable and uncontrollable escalation.

Iran requested that the letter be circulated as an official document of both the UN General Assembly and the Security Council.
